Can't Change Boot Order, Ignores it completely

Operating System: Microsoft Windows 10 (64-bit)

Today I've got the hal.dll missing/corrupted problem, im unable to do anything with windows at all, so im trying to boot the computer with the recovery CD, and im able to change the order but this ">" pops up and stays with those options and when i press f9 on startup menu it only shows the option marked by that arrow. Im unable to change it to anything else and i can barely do something cause of my issue with windows. Here is what im talking about

Hi:

 

See if enabling legacy mode and disabling secure boot in the BIOS allows you to boot from the DVD.

They are already enabled and disabled
