Every time I turn it on the hp logo comes up and then it ask me to choose a keyboard language then takes me to troubleshoot or turn off pc I'll go to advanced options and then system restore and it say to restore I must specify which windows install to restore to and to select operating system iv gone thru what I do know and ran every test and everything passed but I can't get it to do anything but the troubleshoot menu if I click recovery manager it says can't open file. It's my step mom's laptop and ig my brother did a hard set on it and now idk what to do

Since you are in the US, I suspect the Windows install is corrupt, assuming the language was English.
What is model number of the PC? Do you know which version of Windows is installed?
Just to make sure this isn't a hardware issue, run the Diagnostics routine.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results, model number and the version of Windows.

Since all of the diagnostics passed, and this is a problem child, I would reinstall Windows clean.

It came with Windows 10, so I recommend you find a working PC and make the install media.
To download the most up-to-date Windows 10 the place to get that is here
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and follow the directions to make the installation media on a DVD or USB.
Then with new media, install Windows 10 on the problem PC by booting to this new media.
Pick custom install and wipe the hard drive then reinstall Windows 10.
When it asks for the product key, click I do not have the key and proceed.
It will activate when the OS connects to the internet.
If the install misses some of the drivers (you can check in device manager for any devises that have missed) or you
would like some/all the "Extra software" that might come in handy - here is the drivers download page
