My computer is locked up says ip address been hacked

There is nothing we can do from here about that, as the solution requires completely factory resetting the PC and we have no way of doing that.

 

In addition, HP has stopped carrying much of the older Win7 recovery media, so you would have to contact HP Customer Support to see if you can still get it.
