EVNY keyboard always locked at start up

I just purchased an HP Envy laptop, and I am trying to get everything loaded up, however my keyboard is locked after every restart or shut down I do, which doing updates can make it a pain. I can unlock it by holding the right-side shift key down for about 10 seconds, but again this is a pain to do it each and every time. I have also uninstalled the drives through the Device Manager, but the keyboard was locked again at start up. Any thoughts on how to allow the keyboard to be unlocked when I start my system up?
