You will need to install a new hard drive, and reinstall the operating system.

 

Consult one of the service manuals on the support page where you can find the hard drive removal and replacement procedure.  None of them seem to be for your notebook's model series but some models share the same manual.

After you replace the drive, you can use  the HP cloud recovery tool to make a bootable USB recovery drive which would be equivalent to a factory reset if it works.

 

Here is an info link for the cloud recovery tool.  Normally PC's made in 2016 and later are supported.
