Hello!!! I have this device

HP 14-dk1000 Laptop PC (8VZ02AV). The problem is that when I press the power button and after loading the desktop appears, the laptop starts making noise for no reason and increases the frequency in the task manager. Auto-loading of unnecessary applications is disabled. Turboboost is disabled in the power saving settings in the "Maximum performance" item, where it is set to 99% instead of the factory 100%. The BIOS version is F.64 and Windows 11 Home (22H2) is installed. CPU: AMD RYZEN 3 3250U. What can be done and how to solve this problem? Initially, it worked fine in idle mode, but now it is buzzing and increasing the frequency.
