HP Chromebook 14... Not recoving

Product Name: HP Chromebook 14
Operating System: Chrome OS
My chrome os will note recover... I was told it was a HP issue not a chrome issue...with no advise how to fix it

Did you make any changes on your chromebook?

 

Please try the steps mentioned below to perform reset on your chromebook.

 

On the sign-in screen, hold down the Ctrl + Alt + Shift + R keys.
In the Powerwash your Chrome device window, click Reset.
