Problem: No POST

Details: When power on (battery or charger) power LED is lit, cooling fan is spinning, black display, no sound.
It stays on for ~10 sec, then turns itself off, then turns off for 5 sec, and then on again for about 10sec, then off for good.
It does this cycle at every power on attempt on charger, battery or both.

Last action before dead: Shut down after Windows 10 update (Fri 01/11/2019)

Troubleshooting steps followed as suggested by various HP discussions:
1. Hard reset
    a. with and without battery
    b. with and without RAM
    c. with and without HDD
    d. unplugged from MB: RAM, HDD, then display, and then KB

2. Attempted reset/reload BIOS
    a. Win key + B (or V) - from HDD
    b. Downloaded HP BIOS (using serial #) and loaded on USB flash drive, then power as above with flash drive in different USB slots

Since, you have already performed most of the troubleshooting, and based on the diagnosis, it look's like a hardware issue.
