HP Notebook won't turn on but lights flashing

My Laptop won't turn on. The fan doesn't start, but the on button and cap locks light flash. The caplocks flashes 5 times slowly then 3 quickly and then once again. Any ideas what I can do to fix it?

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.

 

I understand that you have an HP Stream Notebook and the laptop does not power on completely. When you try to power it up, the power button and cap locks light flash. The caps lock light flashes 5 times slowly and 3 quickly. I'll do my best to help you with this case.

 

I would like to know the following information to assist you better:

  • The exact product model no. This link will help you to find the model no: http://hp.care/2bygf7l
  • Did any hardware changes take place on the laptop recently?
  • Do you hear any beep codes?

Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix: 

  • Power off the laptop.
  • Remove the battery out. If the battery is integrated and non-removable then leave the battery inside the laptop.
  • Disconnected AC adapter from the laptop.
  • Press and hold the power button for 15 seconds.
  • Reconnect the battery and plug the AC adapter.
  • Power ON the laptop.
