HP Spectre x360 DRIVER_POWER_STATE_FAILURE on hibernate

Microsoft Windows 10 (64-bit)

My computer is set to hibernate when I close the lid. Sometimes, seemingly randomly, the computer does not hibernate when I close the lid but instead just returns to the lock screen and keeps running. Sometimes if I leave it long enough after doing this, it will trigger a BSOD with stop code DRIVER_POWER_STATE_FAILURE. Furthermore, when the computer reboots after a hibernate, the fan will not run and the computer starts getting really hot. The fan will start running again if I reboot the PC, put it to sleep and wake it again, or put it in hibernate and wake it again. The problem occurs about once a week and has been happening about since I got it several months ago. I have done every step I could think of to fix it, including completely reinstalling Windows 10. I am currently running Windows 10 Version 2004 (OS Build 19041.572).
