If my hard drive is shot is it best to replace the hard drive or just buy a new computer?

You have us absolutely no details to work with, so how can we answer your question?

 

A new HDD of around 1TB in size now costs $50 USD or less -- I have a hard time believing you can get a new laptop for anything near that. In addition, SATA SSDs have come down so much in price that a new one costs much the same -- and that would give you much better performance than a new laptop that has an HDD.

 

If there are other issues with your laptop, then a new one would be a good move -- but as I said, you've given us nothing to work with.
