Microsoft Windows 7 (64-bit)

I tried to set the BIOS to a previous version and now all I get is a black screen when trying to boot up. I tried Windows<B>, <Esc>, <F2>, <F10>, nothing works.  I tried connecting laptop to an external monitor using HDMI cable and it's getting no signal. I tried following the instructions on this web site to create a flash drive; but the executable never gives me the screen that gives me that option. This is the EXE I downloaded: sp54629.exe.  I get this screen instead:

I'm running this on my Dell desktop.  How can I create a flash drive to recover the BIOS on my laptop?
