If you are able to log in you could try these steps
Go to: C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC. Delete all the contents of the NGC folder. Note: You must be logged as Administrator to do this.
After deleting all the files from the NGC folder, got to: Settings > Sign-in Options. Click Add a PIN to enter a new PIN for your account.
If you are still unable to login to Windows please try a Reset or Refresh https://support.microsoft.com/en-us/windows/how-to-refresh-reset-or-restore-your-pc-51391d9a-eb0a-84...
