Hy 

I have bought an HP laptop model 255 G9 which comes with (Free Dos). Now I want to install windows in it but I'm unable to do. I have a bootable USB flash drive. There no USB or boot device showing in boot menu when press F9. 

I need help with that.

Most likely the USB is created wrong, verify that the USB is partitioned in FAT 32 or GPT, then use Microsoft's media creation tool to create the installation USB.

I did check the USB flash drive in another HP laptop it's working.

Try to do what I have indicated, also try to check that the USB is version 3.0 and not 2.0.
