My laptop won't boot into windows , iI get a hard drive error. I ran the diagnostics and got a
Failure ID: GK033W-897BPT-MFPX7F-619E03
Product ID: W2L5UA#ABA
I need to know what this means.

Hi:
If you enter the required information at the link below, it will provide a general report that states in substance that the hard drive will probably need to be replaced.

If you plan on replacing the drive, I recommend that you replace the 1 TB 2.5" mechanical hard drive, with a better performing 2.5" solid state drive (SSD).
After you replace the hard drive, you can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.

You can download the software from the Microsoft Store.

You will have to use the utility on another PC, so you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.

I replaced the hard drive and downloaded the HP Cloud Recovery tool but it is in a folder called Windowsapps, which I
apparently don't have access to.
However, when I turn on the PC I still get a Hard drive error message.
I'm beginning to think this may be beyond my comprehension, so I'm thinking it might be time to bite the bullet and
go with a new PC.

You're very welcome.
You have to run the tool to make the recovery media.
It will automatically format the USB flash drive.
Please read that HP instruction link I posted which provides the step-by-step directions to create the bootable USB recovery media with the cloud recovery tool.

Unfortunately, I wouldn't know what the problem is.
When you install the tool from the link I posted it installs the tool directly in your programs list.
You find it, right click on it, select 'run as administrator' and have the 32 USB flash drive ready in the USB port.
