Just literally unboxed my refurbished HP Pavilion x360 13" and it wouldn't start up. White light comes on - then goes off. Did this about 5-6 times and it came on to a dos style screen with white text telling me the fan was broken.
Not sure whose problem I am now! I have emailed the company who sold me the laptop (laptopsdirect.co.uk) but haven't heard from them yet. Not sure if my warranty is with them or with HP?

Verify the warranty status here:
If you PC is under warranty contact HP and get it FIXED , IF NO, then you will have to contact (laptopsdirect.co.uk)
