Laptop boot up issue

My Pavilion laptop has started to fail at times when I boot it up, all that happens is  I get a blank screen and my power button pulses every 3-5 seconds. Additionally, when it's working and I disconnect the power cable it crashes.

The pulsing indicates the battery is low and is being charged;  the power off means is it too low to run the laptop.  My guess is that it is not holding a charge and will need to be replaced.
