My HP Notebook will only charge when turned off or in sleep mode. When I ran the diagnostics tests on the AC Adapter it gave me the failure ID of GU0BMQ-8B597G-XD7X7G-C1D003 . If anyone has any ideas or solutions, it would be appreciated! Thanks!

An aging/failing Power adapter often does not provide enough power to charge the battery and run the laptop at same time. Replacing the adapter is the only option.
Enter your Product number-minus the #ABA- at HP Parts to find the adapter. The adapter and power cord is sold seperately but your power cord should still be ok.

I got a new charger (specifically the Amazon one @CherylG posted) and nothing has changed. The device only charges when off or in sleep mode. I don't know what to do at this point and I really can't afford a new computer.

Hi. I just got around to do the f2 test on the new charger. School just started, so I'm a little busy. The new charger failed, and this time the failure ID was GU0BMQ-8B597T-XD7X7G-C18G03. Thanks again for all your help!

Your new Failure ID is also "AC Adapter Error".
Before doing anything else, carry out the power reset procedure (click). It is just possible that the problem is that the embedded controller on the system board needs to be reset.
If that doesn't fix your problem then considering you have tried a replacement adapter (which was the most likely explanation for your issues), the problem likely lies elsewhere. In your position, I would be suspecting the battery; it might be failing. Your battery is a relatively small 31Wh unit when new - and if you have used this system heavily on battery in the approximately two years that you have owned it, you may well have worn out the battery.
If it is not the battery, then the most likely explanation I can come up with is a system board failure, which is almost certainly uneconomic to repair on a budget system like yours.
You have to decide what to do. If the system is acceptable to you as it is, I would simply put up with its quirks. If it is not acceptable as it is, then you will likely have to gamble that the problem is with the battery by replacing the battery.
This is just how I understand the situation you are in. Nothing would make me happier than if someone else can guide you to a resolution without replacing further components on suspicion.

I did the power reset procedure and nothing changed. Something I forgot to mention is that the light next to the charger turns on if plugged in. When plugged in and the computer is on, it gives the blue light. If plugged in and the computer is off, it gives off the red light (unless my laptop is fully charged). Hopefully, this new information can bring something new to the conversation. I can't afford to get a new battery and see if that's the problem. Thank you so much for all your help, though.
