Product: Elitebook 8470p
Operating System: Microsoft Windows 10 (64-bit)

My elitebook 8470p won't turn on. I know the battery is charged but nothing happens when I try to power it on. The charging light blinks 9 times that's it

Sounds to me like your battery is dead -- and some HP laptops will not longer start with a dead battery even with a charger connected.

 

Since you have no easy way to check the battery without the laptop started, your only recourse is to take the laptop to a service facility to pay them to have it examined.
