I have the same issue on my HP ENVY Notebook 17t, running Windows 10 64-bit (S/N CND6151B0Z, P/N M9X66AV.
The issue started recently (last few weeks).
I have updated the BIOS, and tried all recommended updates to drivers, etc.
What is the "private" solution to this issue.

Appreciate you trying the steps. This looks like a hardware issue, I'd suggest you Contact HP in your region regarding the service options for your computer.
