My guess would be that the battery is dead -- and with some older model laptops, that prevents the laptop from starting, even when connected to a charger.
But the only way to check that would be to buy a NEW battery, replace the existing one, and see if that fixes it. Expensive to do and not guaranteed to work.
So if this was mine, I would hunt down a local laptop repair place and see what they would charger to check it out for me.
