I need help to get this repaired.

1. I understand I must replace the hard drive (?)

Hi:

Yes, you will need to replace the hard drive and reinstall the operating system.

The Windows product key is in the BIOS.  You don't need to know what the key code is to reinstall W10.

Here is the link to the service manual where you can find the hard drive removal and replacement procedure.

After you replace the hard drive, you can make a bootable W10 installation flash drive using the Microsoft W10 media creation tool at the link below.  You want to create the 64 bit installation media.

https://www.microsoft.com/en-us/software-download/windows10

If you are asked to enter a product key during the installation process, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.

Then you can install the drivers and available software from your PC's support page...

I tried the suggestion on creating a Windows 10 USB drive via the Microsoft Windows 10 tool.  It seemed to work until the last step (Step 5 Finishing up) and it canceled due to "corrupt USB drive software. I then reformatted USB and rebuilt it 3 more time and keep getting same error. The Microsoft technical support person believes my Bios is corrupted and suggested that I contact you for help. Since my HP laptop cannot connect to the internet, I'm not stuck. Can you help me?

One more note - I was able to replace my hard drive as you suggested.

Sorry that clean installing W10 didn't work for you.

Unfortunately, I wouldn't be able to help you fix a corrupt BIOS, if that is what the problem is, and I suggest you start a new topic regarding the problem.

I was thinking about this a little more...

If your notebook was running fine before the HDD crashed, how does a BIOS just up and get corrupted?

That doesn't make sense to me.  Not that I'm saying that it is impossible...it just seems out of the ordinary.

The only other suggestions I can offer would be to try a different brand USB flash drive and/or download the ISO file instead, make a bootable DVD and see if that works.

I realize your notebook does not have a DVD drive, but if you have access to an external USB DVD drive, you can try that.

I have zipped up and attached the Microsoft utility below, that you can use to transfer the ISO file to a DVD so that it is bootable.

In order to boot from a DVD, you will need to go into the BIOS, enable legacy mode and disable secure boot.
