I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand the num lock and the capslock lights are blinking continuously, doesn't boot into the windows anymore,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
Since you've already attached the document you need to follow in such scenarios, does this mean you've already performed the steps mentioned in the article, including Ram reseat, etc..?
did you identify the sequence of the blinking lights? as they define what the error is all about.
Perhaps, you could elaborate on what you want to know as this clearly is a hardware malfunction and if the RAM (memory module) reseat didn't resolve the issue, you need to Contact HP to set up a repair order.

If that's the case and it's the same though you've reseated the RAM (memory module) and the hard drive connections,
It's best you Contact HP for further support and the possible a hardware repair/replacement (free if covered by the HP Warranty)
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number to obtain a case along with the phone number.
They will be happy to assist you immediately.
