My HP pavilion 15 don't power pn

I have a big problem with my computer.I activate the sleep mode on my windows computer in the way that when I closey screen, the computer goes directly on the sleep mode.Things go perfectly, but Sunday, when I turn on my computer, it doesn't boot at all, and when I plugged in in to the AC power source, LED which indicates that power goes, don't lighted.I mesure the voltage with a multimeter to test the power supply.I have 19.59V , and when I mesure the power on the battery port, only 7.69V comes there.But on the battery, it's marketed 11.4V 

What is the problem?
