My brand new HP computer is frozen on the “choose privacy settings for your device” someone please help

You should not be having problems like this with a new computer but unfortunately, since we have no access to it, we can't do anything for you from here.

 

You should really check with Customer Support at this link to see if they can do anything for you:

If they will not help you, then find out what options you have for returning or exchanging it. You paid for a working device; you deserve to have one.
