Microsoft Windows 10 (32-bit)

My error message is (3F0) . Not sure what to do I have done a memory test that passes but hard drive check will not pass it says I need to install HP I Support Environment. Then says go to Www.HP.com/go/techcenter/startup but I can’t. How can I get my friends computer working properly?

Is the BIOS Time and Date set correctly?  Is the CMOS/RTC battery discharged?

 

It had/has  Windows 8.1 with Bing (64-bit)?

 

What resources do you have?  Access to any other PC or DVD/USB or ?????
