It’s been on a restarting page for ages I updated the windows and it’s been like this ever since

This indicates that a Windows Update failed to complete properly, so the PC is going to keep doing this until you turn it off. 


This problem is nearly impossible to fix -- from the standpoint of making repairs and leaving your stuff intact. It requires reinstalling the OS from scratch, so that means all your personal datat and settings will be lost as this is essentially a NEW Windows installation.


So, if you want to recover the data and settings BEFORE you do that, you need to let me know, as I can provide some instructions on HOW to do that -- but it involves a LOT of work and MAYBE, some money as well.


If you don't care about recovering data and settings, you need to let me know that, as I can then provide informatikon on how you can use an HP tool to create a Windows boot USb stick that will reinstall Windows and the HP drivers and utilities.
