Microsoft Windows 10 (64-bit)

I'm unable to login to Windows 10 because it doesn't show when I boot up the computer. I tried to start in safe mode but my screen is broken and when I try to restart in safe mode it doesn't show on my tv. Please help me.

Sorry, but you can't use an external monitor as a replacement for the internal screen.  You have the monitor connected to a video output jack on the laptop. The monitor will not work properly until the drivers for that video output are loaded, and that won't happen until you boot into Windows.  You're likely to get a blank screen, and that will do you no good.
