I appreciate your time and efforts,
I understand you are having issues performing recovery using the partition available on your PC, this could either means either the partition is corrupted or the file is missing.
The only other way to install Windows would be to order the recovery media for your laptop and using the recovery media you can install Windows. You can check if the recovery media is available online on www.hp.com/drivers by entering the exact model no. of your laptop. To find the exact model no. click here: http://hp.care/2bygf7l
Otherwise, you could also reach HP phone support to order the recovery media. If your product is out of warranty, please choose paid options to get the tech support number.
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone numberCase number and phone number appear.
They will be happy to assist you immediately.

I already tried this weekend to get recovery media but of course it is not available. Looks like I am going to have to order windows 10 disk since a download I bought does not work to replace or boot up notebook.

Thanx for all your efforts but after not having recovery discs available, I bought a Windows 10 disc for new install and guess what, can't install it on the HP notebook I have because hard drive is not formatted properly and I can't reformat it to reinstall windows 10.
Computer is only 2 years old and last HP I will ever purchase. It is second HP that crapped out on me 1 year after warranty and can't be recovered. I'm tired of filling landfill with worthless HP computers so I'm moving on.

I reviewed your concern and acknowledge that you've gone through a lot, however, I wouldn't give up if I were you.
besides, in your scenario, you should ensure the secure boot is disabled and the legacy boot is enabled before retrying the windows 10 discs,
And if the issue persists, the best thing to do is simply Contact HP so that they can set up a repair service order and fix your computer at the repair center: (Free of charge, if covered under warranty)

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
(3) Once completed click the 'Show Options' icon on the bottom right.
(4) Lastly, scroll down to the bottom of the page and select 'Get the phone number.' A case number and phone number will now populate for you.
They will be happy to assist you in getting a recovery media/setting up a repair service and/or providing further support.

Thanx Riddle for your input but computer is not under warranty any longer and the expense of $49.99 per phone issue is not money I'm willing to throw away.
I have enabled Legacy boot and disabled secure boot. The computer tells me that windows cannot be loaded to any of the 6 partitions on the hard drive because they are not formatted properly.
I am moving on to another manufacturers hardware. HP has made it impossible for me to reload a legitimate copy of Windows purchased thru Microsoft.

That said, as an HP employee, my support technically ends here, however, considering the fact that you are not able to get a recovery media for your computer, I'd like to personally take one step further in helping you format the drive for your retail Windows.
Click here to access information on utilizing the Diskpart to format the drive and then install the windows using the disc you have.

Sorry to hear of your problem, this is second HP that has gone belly up on me, will be the last. I am a MAC guy, this is my wife's personal laptop. It did not come with an installation disc.
I won't be contacting HP for solution because since I am out of warranty, it will cost $49.99 to call and talk to someone about my problem. That's $49.99 PER PROBLEM.
I have moved on and bought my wife a Lenovo 15" for her personal use. We'll see how long that one lasts.
