Ran a Hardware Diagnostics test, got a failure on Short DST, with failure id: 0txn1d-8a99t8-mfgk6k-60vf03
I would like to know what this particular id means, and if it is at all possible to recover any files.

Welcome to the HP Support Community.
The failure ID indicates Hard Drive failure. I'd suggest you Contact HP in your region regarding the Hard Drive replacement.
To back-up the data, I'd suggest you check with a local computer repair store, they might be able to do that for you.
