HP Spectre x360 Convertible 15-bl1XX ID: 1VW22AV
Microsoft Windows 10 (64-bit)

I have a Spectre x360 15t, and an Elite 90W TB3 Dock.  I have an HP monitor (display port), ethernet cable, Logitech dongle, connected to my dock, which is connected to the TB3 port on my Spectre.  When I boot Win10-64bit, it does not initialize or recognize the dock.  All of the devices attached to the dock get a "wakeup" signal, because their leds light up, but nothing happens.  My display remains blank, no Logitech mouse/keyboard, no ethernet, sometimes no power through TB3.  Run HP-Assistant system diagnostics, Fails ROM test (but no failure id), Fails IRQ test (failure ID: 60F9BT-8Q89PP-MFPURF-88D213).  Attempt to shutdown, get Windows logo, then a black screen, but system is hung (I've let it set for an hour one time).  Have to hold power button down to turn off.  Turn power back on, log into Windows, dock is recognized, second monitor comes on, mouse/keyboard, ethernet, power supply, all works fine, diagnostics check shows all Passed.  I have to go through this procedure 90% of the time I boot my laptop, once in the morning, once at work, then once back home.  Every day for about the past two years.  Windows is constantly updated, HP-Assistant keeps my laptop drivers and ROM up to date, and I frequently manually check for Elite 90W TB3 Dock updates because HP-Assistant doesn't do that for me.  I've gone through various attempts at unplugging various devices, and it appears to be a problem with the dock.  It's like it misses its opportunity to respond to the driver, and is ignored as if it is missing.  Plugging, unplugging does nothing.  Any ideas from the ROM and IRQ errors?
