Stuck on the blue screen with error message

HP Recommended
Hp split 13 x2 pc
Microsoft Windows 8.1 (64-bit)

Any advice. Stuck on blue screen with error message saying system stop code : system thread  exception not handled. I try turning it of and on 3 times and same screen appears. And keyboard not working.
