Microsoft Windows 10 (64-bit)

My laptop will not boot. When you power on the screen is black. The CAPS lock key flashes twice every 2-3 seconds. No other keys are illuminated. 

I entered the serial and product number on HPs support center. There is no software or drivers available for download. I specifically was attempting to create a BIOS recovery via USB.

Your machine came with Windows 8/8.1, not Windows 10. Its home page

You can use BIOS from the above link. For other drivers, please use Windows 10 updates process first.
