Hi,

What edition of the elitebook 840 do you have? (G1, G5 ...)

Does the problem occur at every restart?

Try turning of the PC by holding the power button until complete shutdown and then turn on and see if the problem persists.

Next try running hardware diagnostics at boot and see if there is anything wrong with the Hard Drive.

You can perform a fast system test.

Turn off the PC by holding the power button until complete shutdown.

Turn on the PC and repeatedly press ESC until startup menu appears.

Press F2 to enter diagnostics.

Try performing the system test and see if there are any failure ids.

You can also create a bootable USB on a different PC with Windows on it and try to recover the OS

If your personal data on the drive is real important you could remove the drive and connect to a different PC by using a USB adapter and try to recover your files.
