Unable to complete account set up as cannot select yes / no for microsoft to use location

I am seting up the account and cannot select or tap or click either the Yes or No option. "Learn more" also does not link to a page to learn more, nothing happens on click. Nothing on the scren which can be touched enables the Accept button so I am unable to complete registration. Can anyone help please? Thank you!

Solved - had to restart the whole thing, switch off 10 seconds hold power, then wait, then restart and go through the whole registration again.
