When tI turn on laptop, there's a Create OIN screen that's totally unresponsiveness ve. How do I get

When laptop is turned on. A screen appears that is a Create PIN screen. It's totally unresponsive...can't create anything, back angle isn't responsive, create box unresponsive, sound icon unresponsive .everything is unresponsive...everything is totally locked. How do I get out of this! Thanks!
