Windows 10 causes a long black screen during startup before completing

Microsoft Windows 10 (64-bit)

A recent upgrade to windows 10 has resulted in the return of an issue which was previously fixed.  During startup the screen goes black for several minutes before successfully completing the startup sequence.

This issue has previously been fixed by a registry edit - but I can't remember which registry setting needs changing and I can find any reference to this issue on the forum.

Windows 10 causes a long black screen during startup before completing

The black screen happens before the login stage.  I discovered that it is an issue with ULPS - by changing the registry settings from 1 to 0 for each EnableULPS entry i.e. by disabling ULPS the problem is solved
