Windows 10 stuck on wallpaper screen cursor works fine but power button can't be found

I don't understand what you mean by being unable to find the power button.  You had to find that to turn it on.

I’m trying to mean that as it stuck so I can’t find the power button on the screen to even restart it and alt+ctrl+del to doesn’t work for me.

What Windows version are you running?

 

If the physical power button is stuck, then when you power off the laptop using the Shutdown on the screen, you will not be able to power it back on.
