hp Laptop will not start with battery power

HP ENVY X360 when the battery and the AC adapter are both plugged in.the laptop will not start. disconnect the battery from the motherboard leaving the AC adapter plugged in the laptop will boot? Could this be a battery problem ?

Charge light status: with the battery plugged in and the AC plugged in and turned on the light on the charging port is orange

when the battery is disconnected from the motherboard the charging light turns to white in the laptop turns on?

Thanks for your reply and the info. a new battery is on order hopefully that will do the job thanks.
