Let me take a moment to thank you for posting on the HP Support Forums.
I understand that you have an HP X2 detachable series laptop. I read that you attempted a reset on the laptop and the reset failed. Now the laptop powers on and off repeatedly. Not to worry, I'll do my best to assist you with this case.
To provide an accurate resolution, I need a few more details:
- Please let me know the exact laptop model no. This link will help you to find the model no: http://hp.care/2bygf7
Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Power off the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the AC adapter.
- Do not power on the laptop yet.
Now, let us attempt a system recovery (Windows reinstallation) by following the below steps:
- Power on the laptop and immediately hit the f11 key repeatedly (7-8 times). This should load the recovery manager from where you could initiate a system recovery.
If the laptop continues to have the same behavior then please perform a BIOS rollback. You may perform the steps mentioned under "Step 1: Recover the BIOS using a key press combination".
I sincerely hope this fixes the issue. Keep me posted. Cheers! 🙂

Thank you for your reply.
If the laptop does not respond to the f11 key and the BIOS rollback steps then the evidence points towards a hardware issue.
I such a case I suggest you to contact our HP phone support to explore the hardware service options for your HP laptop.
Hope this works out. Keep me posted for any further questions. Take care! 🙂

Hi
ISO images of various Microsoft OS's are available. They can be be downloaded (sometimes you need a licence key) and 'burnt' to a DVD or USB. They will NOT contain the appropriate HP software, like drivers etc, but will enable a repair to be started.
https://www.microsoft.com/en-us/software-download/windows7
https://www.microsoft.com/en-us/software-download/windows8

For when you only have Linux etc (non MS OS) to create install media.

If you can make an Install/Repair media device, then boot with it, you may need to change the BIOS boot order.
Then navigate to the repair screen.
