If your drive is failing, but still works to some degree. there are two methods I have used to retrieve files from it.

1) use another PC

Remove the drive from your PC and connect it (using cables) to another PC.

If it's a hard drive, you need to go online and buy a HDD to PC Adapter.

If it's an SSD, you need to go online and buy a HDD to SSD Adapter.

Once the drive is connected, there should be a drive letter for it in File Manager. If so, open File Manager in the other PC to find and retrieve your files. If there is no drive letter, then most likely the drive is so damaged that Windows can not read it in normal fashion. You would then have tu buy and use special utilities to try to recover files from it, and that is too complicated to go into here. You would need to have a repair service do that for you.

2) using same PC

Go to Macrium Reflect and buy a version of their product:

https://www.macrium.com/reflectfree

Select the Reflect 8 Home Trial, download it, and install it on a working PC.

The run it and select the option to create Rescue Media (on a USB stick).

Boot your PC from that USB stick and select the icon on the lower left that is their file manager.

Insert a different UB stick into your PC and use their File Manager to copy the files to it that you want to retrieve.

In terms of BIOS recovery, the linked HP document has information on recovering the BIOS:
