When clicking on any program, app, software to execute the screen freezes about 5 seconds, then blinks black, then completes the task... any sugestions. Have updated all drivers and run hardware fixes and diagnostics.

This seems to be a driver problem. You mentioned that all updates were done.
the latest intel video driver is Sep 23, 2023
https://ftp.hp.com/pub/softpaq/sp149501-150000/sp149509.exe
On rare occasions Intel may have a newer driver that has not been released to HP yet. If the above does not help then try this

Have you run the built in HP UEFI diagnostics?
Tap the ESC key after powering on to run diagnostics (pressing F2)
I looked at your BIOS updates and did not see anything useful.
