i want to change the lockscreen image but option bar is greyed out .. i have tried the gpedit - found on web but this not work

MS does not like folks not automatically installing their Windows Updates.  So, if you change the Update settings to only notify you, that will often produce this message.  IF yours is set to that, then change it to automatic and that should remove this limitation.  After you then make the change, you can set it back.
