restarted laptop which hadn't been used since 2016. Downloaded Chrome. Resulted in BSOD with loop

Opened HP 13 notebook which was  last used 2016.  Worked ok  until I downloaded Chrome.  Then got BSOD in continuous 
 loop with System Thread not handled.  Tried system test/Extensive test   3 times with no error.  Still stuck.    I thought I had added Win 10 back in 2016 but I might have still been in Win 8..  

    Please tell me there is hardware with a USB  that I can use to just erase and start over...B-{

My guess is that no one has replied to you in all this time because they didn't want to give you the bad news -- that there is very little now you can do to fix this.

First, as to the USB stick, HP does provide a tool you could use with another PC to download the files needed to create Recovery Media -- but that only works for the newer PCs.  It is not available for the older, Win8x models.

Second, in some cases, HP offers Recover Media for sale. This can not be downloaded; instead, it must be ordered from HP.

HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.

In some cases, you may be able to order a USB stick instead of disks.

You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers

Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click &quot;Update&quot;.<br><br>If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the &quot;+&quot; symbol to expand that entry and click on Order Media for details.

If HP no longer carries the media you need, another site you should check for HP Recovery Media is: http://www.computersurgeons.com/

If you simply can not find recovery media anywhere, then you are stuck going to Microsoft to see if you can download an ISO file for Windows 8.1.  You have to use this link and another PC to get that file:  https://www.microsoft.com/en-us/software-download/windows8ISO

Once you have the file, you can use a free utility known as RUFUS to create a bootable USB stick you could then use to try to install Win8.1 to your laptop.  You can get RUFUS from here:  Rufus - The Official Website (Download, New Releases)
