screen flickering

my screen starts flickering when i try to boot from usb device, because my hard drive has failed

Those two situations are unrelated -- as the PC is not using Windows drivers when it is booting, in fact, it is not even reading the hard drive until it gets to the Windows login.

 

A flickering screen, when in Windows, is usually an indication of driver issues, but as you are not getting into Windows, this is more likely a hardware issue with the screen or video chip failing -- and unfortunately, you won't be able to check this by connecting an external monitor because that will not display until the Windows video drivers get loaded.
