15DW0021CL Will Not Recognize External Hard Drive USB-to-SATA Adapter

Microsoft Windows 10 (64-bit)

So I have the HP laptop running Windows 10 (64bit) AND a generic desktop running the EXACT same version of Windows 10 (64bit), and by exact I mean installed from the exact same source with license for each!!! When I use the USB-to-SATA adapter to attach the external SSD to the laptop it is NOT visible, yet it is 100% visible on the desktop system. Under disk management on the laptop it does show, but why not when I open File Explorer / My Computer?? It even shows under Device Manager as USB drive. Why am I not able to view the contents when attached to the laptop. I have 2 cables, 2 different manufacturers, with the same result.  

UPDATE:  The only suggestion I was given was to be sure the USB driver and BIOS were up-to-date. So I went to HP Support and downloads and loaded my unit in....The USB driver showed as already good. The BIOS needed updated to a newer version. So I downloaded the automatic file, it extracted itself, it went into restart mode and NEVER recovered. So an hour later after discussion with HP "specialist" who had me try the normal "Windows Key + B" and "Windows Key +V", it is still bricked. The BIOS recovery procedure never attempted either.  So now I have to send it back. Of course, the end of the conversation always ends with" You really need to purchase the extended warranties!!" sales pitch. Thanks for the headache HP.
