My battery does not get charged fully. It shows a message that it is plugged in, but not charging. And even when plugged in, it does not reach 100% charge. When not plugged in, it does not hold beyond 30 minutes.

This is a fairly new laptop (under 2 years old).

I ran HP Diagnostics, and the battery test and AC adapter test failed. The battery test Failure ID is 9TV4RG-8PH9M3-MFPURG-C08013. I did not receive any Failure ID for the AC Adapter test.

Do I need to replace the AC adapter? If yes, is it normal for the adapter to need replacement so quickly?

It seems the problem is with the Battery. You do not need to replace the AC Adapter right away. I suggest you contact HP Support for Battery replacement
