Battery capacity down to 90% after 170 days after purchase

HP Recommended
ENVY x360 13-ay0009na
Microsoft Windows 10 (64-bit)

Only 170 days after purchase the battery is 90% capacity!

IN BIOS:

Cycle count: 62

The design capacity is 4415mAh

Full charge capacity 4024mAh

THIS IS NOT NORMAL

The spec sheet on the ENVY x360 13-ay0009na says 5100mAh battery capacity.

In my bios it says design capacity 4415mAh

How can I RMA the product?

Please give me link where can I return the ENVY x360 13-ay0009na for battery replacement.

I purchased a 3 year HP care pack... How will this affect my ability to return the device for any future servicing/repair or reeplacement?
