I bought new laptop and when I run any game- I see throttle from the first seconds of playing. CPU frequency loss to 0.4GHz with equal intervals. What I can do with this???
I tried reinstall windows 10, install all official drivers, update BIOS from official web site - but result still bad( Please help me

Does the Notebook meets all the Game's requirements?
Even if the game is compatible with your system hardware it may have a slow performance because you are using the windows 8, 8.1 or 10 as the OS uses most of the CPU & graphics card usage, you might want to reduce the visual effects for windows to save the amount of CPU & Graphics card usage required to run your game properly.
Here's how you do it:

Go to Start Menu > click on Settings.

Type performance > choose Adjust the appearance and performance of Windows.

In the new window, go to the Visual Effects and select Adjust for best performance.

click Apply and ok...this should do the trick.
If the issue persists, follow the suggestions of the HP Guided Troubleshooter: Click here to access it (simply select your description of the issue from the bottom of the screen to gain access to the next set of steps).

Notebook meets all game requirements. I think that you don't understand how it works. Changing of the windows settings it is the answer for housewives. Windows can't change CPU Frequency, i found temporary solution. It's disabling of intel power management driver, but by this way - i always have 1.8Ghz Frequency (in all cases) without turbo boost. I think that problem in compatibility of BIOS with Windows 10. https://www.theregister.co.uk/2019/08/16/microsoft_surface_cpu_throttling/ - full description of the same issue with Microsoft Surface laptops.
