The battery drops pretty quickly on my pc and I am wondering if the laptop can be charged by the anker powerbank plus 26800 via the usb -c port?

What is your 14m-cd0000 ? It should have same ports as the following machine

 

                 HP Pavilion x360 - 14m-cd0003dx


It ONLY has 1 USB 3.1 Type-C™ Gen 1 (Data transfer up to 5 Gb/s) port which does NOT support Alt mode nor Power Delivery. You can NOT use it to

  • Charge your machine
  • Connect to an external monitor with / without hub/dock/adapter
